Role Overview: 

The Policy Procedure Analyst for Outdoor Advetising(OA) at INDOT, stationed in the Central Office (CO) within the Statewide Permit Division, manages the statewide Outdoor Advertising across Indiana’s 6 District Offices. This role involves leading a team of 47 staff members, directing policy and procedural development, managing contracts, leading research initiatives, and collaborating with national organizations such as the Highway Beautification Act and the Association of State and Local Highway Transportation Agencies to ensure compliance with the federal and state related regulations. The analyst also monitors proposed or pending changes in federal and state laws, rules, regulations to assess their impact on the OA program, state laws, rules and policies and recommends appropriate actions to INDOT leadership.

 

This role is instrumental in maximizing service delivery, fiscal responsibility, and regulatory compliance. Responsibilities will include auditing and reconciling current permits, addressing issues and priorities, recommending program improvements, analyzing business processes, and preparing reports. Additionally, the Policy Procedure Analyst will lead efforts in evaluating business processes, identifying procedural inefficiencies, and recommending alternative solutions.

 

Salary

This position traditionally starts at an annual salary of $67,314.00. Salary for this position may be commensurate with education and job experience. 

 

Location

This position is located in INDOT’s Central Office, Permits Department.

 

A Day in the Life:

The essential functions of this role are as follows: 

  • Researching and determining policy, procedural and business changes to optimize service delivery and fiscal responsibility for customers, legislators, and Federal Highway Authorities. 
  • Partnering with numerous INDOT programs, state and federal agencies, national organizations, OA industry peers, contractors, and consultants.
  • Monitors proposed changes in federal programs, laws, and regulations, assesses their potential impact on the OA program and must be cognizant of the potential impact on future policies and programs and recommends appropriate actions to INDOT leadership.
  • Research and oversee analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency. 
  • Make and review recommendations on the potential alternatives to fix the procedural inefficiencies and process duplication among and between programs. 
  • Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals.
  • Review and evaluate new or improved practices for application to agency programs or operations. 
  • Perform analyses of business issues, prepares project reports, and develop proposals to implement changes in program processes and procedure.
  • Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedure. 
  • Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. recommends appropriate response and/or action.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

  • Bachelor’s Degree in Business Administration, Economics, Public Administration, or related fields. 
  • Eight (8) years of work experience in business administration, economics, program design, public administration, public policy, statistical analysis, or a related field. 
  • Broad knowledge of program research design, data and information collection and analysis or statistical analysis. 
  • Broad knowledge of agency programs and their interaction and overlaps. 
  • Broad knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs. 
  • Broad knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery. 
  • Ability to use standard computer word processing, spreadsheet and database programs as needed for research and statistical analysis. 
  • Ability to analyze problems, to recommend and present alternative solutions. 
  • Ability to communicate effectively.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
